Peeta talks to Katniss before the Hunger Games begin. To attempt to explain their relationship in a few words seems foolhardy, but it's required in order to establish who Katniss is.

In the end, it's Katniss who must convince Peeta of their love for one another. It takes the events of Mockingjay for Katniss to begin to come to terms with her feelings for Peeta and to be able to tell him that she loves him. The question is, does she, in fact, love him in the end, or is this just another form of manipulation used by Peeta to make her think that she does?

Some people believe that Peeta manipulates Katniss throughout the series, and others believe that it's Katniss who manipulates Peeta.

Katniss and Rue are both tributes in the Games, Katniss from 12 and Rue from Whereas Katniss is determined and has a background in hunting, Rue is a quiet and timid 12 year old who has never experienced such things.

When Rue is killed by one of the Career tributes, Katniss is a mess and distraught. When Katniss is around the other tributes and people in the Capitol she never appears to be happy and able to open up, but when she is in the Games with Rue and even though there are cameras, she opens up more and shows to be protective and loyal towards Rue. We learn that Katniss is also vulnerable around Rue and when Rue dies. One of the most important relationships that the entire book and trilogy is based on is the relationship between Katniss Everdeen and Peeta Mellark.

Their relationship although it kicks off in the Games and leading up to it when they are both selected as the tributes from district 12, it really began when they were younger as they knew each other but had just never communicated.

Because of this Katniss feels as she owes Peeta and she is already in debt to him. Peeta blushes beet red and stammers out.
