These healthy economic times left the city with a legacy of grand classical-style buildings, including the Parthenon in Centennial Parknear downtown. It remained so until the federal government split the area by construction of Interstate 40 in the late s.
This change was supported because at-large voting required candidates to gain a majority of votes from across the city.
This prevented the minority population, which then supported Republican candidates, from being represented by candidates of their choice. Many state legislatures across the country had not reapportioned either their state or congressional districts for decades. This resulted in the more industrialized and urbanized centers being underrepresented for many years.
Apportionment under the single-member districts meant that some districts in Nashville had black majorities. Inafter passage of the new charter, African-American attorneys Z. Alexander Looby and Robert E. Lillard were elected from single-member districts to the city council. This resulted in a demand for many new schools and other support facilities, which the county found difficult to provide.
At the same time, suburbanization led to a declining tax base in the city, although many suburban residents used unique city amenities and services that were supported financially only by city taxpayers. After years of discussion, a referendum was held in on the issue of consolidating city and county government. It failed to gain approval although it was supported by elected leaders of both jurisdictions: This increased uncertainty among residents, and created resentment among many suburban communities.
Under the second charter for metropolitan government, which was approved intwo levels of service provision were proposed: Residents of the Urban Services District had a full range of city services. The areas that made up the General Services District, however, had a lower tax rate until full services were provided. In Tennessee still had racial segregation of public facilities, including lunch counters and department store fitting rooms.
Hotels and restaurants were segregated. Since the late 20th century the New South has emerged as the fastest growing area of the United States economically.

Climate[ edit ] Most of the southeastern part of the United States is dominated by the humid subtropical climate.
As one nears the southern portions of Floridathe climate gradually becomes tropical as winters are freeze free and all months have a mean temperature above Seasonally, summers are generally hot and humid throughout the entire region.
The Bermuda High pumps hot and moist air mass from the tropical Atlantic Ocean and eastern Gulf of Mexico westward toward the southeast United States, creating the typical sultry tropical summers. Daytime highs are often in the upper 80's to lower 90's F. Sunshine is abundant across the southeastern United States in summer, as the rainfall often comes in quick, but intense downpours.
The mid-South, especially Tennessee, and the northern halves of Mississippi, Alabama and Georgia, have maximum monthly rainfall amounts in winter and spring, owing to copious Gulf moisture and clashes between warm, moist air from the Gulf of Mexico and cold, dry air from Canada during the cold season.
